Established on 1 January 2008, Bowls England emerged from the merger of the English Bowling Association and the English Women's Bowling Association. The English Bowling Association was initially founded in 1903 by the legendary cricketer W.G. Grace, who served as its first president.

Headquartered at Riverside House, Milverton Hill, Leamington Spa since 2013, Bowls England relocated from Worthing to be closer to Victoria Park, the venue for both the men's and women's national championships.
